SBH:Report by Philip Short on Central Commitee of Communist Party voting for USSR President Gorbachev's reforms.
by Brian Perkins.
PRE:Perkins: Plans that transformation of Soviet Union "are tonight a reality" after approval by Central Committee of Communist Party.
Gorby's bid for "human, democratic style of socialism" & Presidential style of government.
Short: Central Committee given "stark choice" by Gorbachev's proposals - to change or be swept away by pressures from below.
Conservatives outmanouevred & ended up agreeing to vote for reforms.
Only opponent was Boris Yeltsin who thought reforms didn't go far enough.
Communist deputies to modify Article 6 of constitution & thus allow new political parties.
Gorbachev's "signal victory".
